I ended up installing the sprocket as is though, verifying the alignment visually(looked through the center bolt hole). I had to take a leap of faith that the sprocket didn't rotate independent of the camshaft when tightening the bolt down, but I felt that there was enough pressure from the bolt. In all honest I could have gotten someone to watch the camshaft through the oil fill port, but I was installing around midnight. I really needed the car running again as it was a very busy work week and catching rides was getting annoying since work hours vary daily. I'm sure I will try to remove the dowel in the future using the weld method when I have some free time. Or, I will use the drill out to a then shell and fold in method. But, I will surely have an spare camshaft and dowel on hand prior trying.
